Summary
Urges the Secretary of the Treasury to instruct the U.S. Executive Director of each international financial institution to vote to oppose the provision of any assistance to China, unless the President certifies to the Congress that China has met certain conditions with respect to: (1) internationally-recognized human rights; (2) renunciation of force to resolve its differences with Taiwan; (3) strict compliance with U.S. law on the nonproliferation of weapons of mass destruction; (4) compliance with the Memorandum of Understanding with the United States regarding intellectual property rights, signed in March 1995; and (5) pursuit of environmentally sound development practices. Requires the United States, in the absence of any such certification, to withhold a certain portion of assistance from any international financial institution that provides assistance to China.
