Summary
Amends title XVIII (Medicare) of the Social Security Act to provide that the term "operating costs of inpatient hospital services" does not include costs of legal fees to the extent that they: (1) exceed a reasonable hourly rate; (2) exceed, on a per case basis, a reasonable limit; or (3) are for expenses in a case where the provider is already represented by counsel, unless additional counsel is required, there is reasonable likelihood of the provider prevailing, and the costs incurred are reasonable.
