A bill to give consumers the right of choice over automotive parts and service for their vehicles and to prevent a monopoly in the sale of after-market parts and service, amend the Clean Air Act to provide that the manufacturer's performance warranty with respect to the motor vehicle emission system shall be for $12,000 miles or 12 months which ever first occurs.
