Makes rescissions of budget authority recommended in a specified message of the President and in the communications of the Comptroller General transmitted to the Congress pursuant to the Impoundment Control Act. Rescinds in the amount of $3,200,000 appropriations in the Agriculture-Environmental and Consumer Protection Appropriation Act of 1975 for nutrition and family education programs. Rescinds $3,750,000 for Farmers Home Administration rural development grants; $3,500,000 for rural community fire protection grants; $156,250,000 for the agricultural conservation program, and $25,000,000 for the forestry incentives program. Makes other specified rescissions for specified departments, including the Department of Defense; the Department of Housing and Urban Development; the Department of Labor; the Department of Health, Education, and Welfare; and the Department of Commerce.
