Summary
Authorizes the Great American Flag Association to establish a monument at Oxon Cove Park, District of Columbia, to display and honor the largest American flag in the world. Directs the Association to submit design plans for approval to the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Directs the Secretary to select and administer the site. Prohibits the use of Federal funds for establishment. Terminates the authority to establish the monument if construction is not commenced within ten years of enactment.
