To amend title 10, United States Code, to improve the ability of students at institutions of higher education to enroll in units of the Senior Reserve Officer Training Corps.

Summary

Denies certain Federal funds to institutions of higher learning that prohibit establishment or operation of a Senior Reserve Officer Training Corps (ROTC) unit at such institution. (Current law denies funds for institutions that prohibit such on-site ROTC units or that prohibit a student from enrolling in an ROTC unit at another institution.)
