Summary

Passenger Motor Vehicle Fuel Economy Act - Imposes a temporary excise tax under the Internal Revenue Code on passenger motor vehicles with a horsepower rating of over 200. Subjects any manufacturer who passes the cost of such excise tax to the consumer to a civil penalty of $1,000. Prohibits, under the National Traffic and Motor Vehicle Safety Act, the manufacture of passenger motor vehicles after three years after the date of enactment of this Act which do not comply with specified limitations with respect to weight, fuel economy, and horsepower.
