To amend the Alaska Native Claims Settlement Act, and for other purposes.

Summary

Amends the Alaska Native Claims Settlement Act to direct the Secretary of the Interior (Secretary) to develop procedures under which a rescission of a relinquishment of a land parcel may be made prior to adjudication and third party conveyance. (Sec. 2) Treats certain land (Kageet Point) as acreage allotted to the Chugach Alaska Corporation for specified selection purposes. (Sec. 3) Ratifies certain Caswell and Montana Creek Native Associations conveyances. (Sec. 4) Amends the Act with respect to requirements, administration, and revenues of mining claims patented to a Regional Corporation. (Sec. 5) Directs the Secretary to settle claims arising from the contamination of transferred lands by either contaminant removal or land replacement. States that the United States shall assume all liabilities and obligations arising from such contaminated land transfers. (Sec. 6) Authorizes appropriations to Village Corporations for reconveyance activities. (Sec. 8) Amends the Alaska National Interest Lands Conservation Act with respect to specified oil and gas reserve conveyances alloted to the Arctic Slope Regional Corporation. (Sec. 9) Provides a one-year land allotment period for certain Native Alaskan veterans. (Sec. 11) Authorizes Cook Inlet Region, Incorporated, to transfer Wrangell Institute in Wrangell, Alaska, to the General Services Administration in exchange for the restoration of specified property credits.
