Amends the Clean Air Act to define the term "motor vehicle emission control inspection and maintenance program." Prohibits the Administrator of the Environmental Protection Agency, in approving or promulgating any State implementation plan, from requiring any specific percentage of reduction in emissions to be achieved by means of a motor vehicle emission control inspection and maintenance program.
