Summary
Social Security Benefit Restoration Act of 2000 - Amends title II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act to direct the Commissioner of Social Security, in cases where the failure (currently, negligent failure) of the Commissioner to investigate or monitor a representative payee results in misuse of benefits by such payee, to certify for payment (or make payment under title XVI) to the beneficiary or the beneficiary's alternative payee an amount equal to such misused benefits. Makes this Act retroactively effective.
