Victims of Crime Amendments Act of 1987 - Amends the Victims of Crime Act of 1984 to: (1) eliminate the cap on deposits to the Crime Victims Fund; (2) make authority for such Fund permanent; and (3) earmark Fund deposits exceeding a specified amount in any fiscal year for crime victim compensation and State and Federal crime victim assistance programs.
