Summary
Provides, under the Agricultural Adjustment Act of 1938, that for purposes of computing cotton price support levels and payments, the average yield for the farm for any year shall be determined on the basis of the actual yields per harvested acre for the most recent 3 preceding years with respect to which abnormal yields were not caused by drought, flood, or other natural disaster. (Amends 7 U.S.C. 1444(e)(3)
