A bill to designate the El Malpais lava flow and adjacent public lands as a national monument to be managed by the Bureau of Land Management.

Summary

Establishes the El Malpais National Monument to protect the unique resources of the El Malpais lava flow and adjacent public lands. Specifies lands in New Mexico which shall comprise the Monument. Directs the Secretary of the Interior to manage the monument in a manner which: (1) protects its resources and values; (2) provides for its recreational use; and (3) permits its use for scientific study and research. Withdraws, subject to valid existing rights, all Federal lands within the Monument from disposal under public land laws and all laws pertaining to mineral and geothermal leasing. Directs the Secretary to permit hunting within the monument in accordance with applicable Federal and State law. Directs the Secretary to complete a management plan for the Monument within six months of this Act's enactment which includes: (1) implementation plans for public education about the area; (2) Monument resources preservation measures; and (3) a schedule for the prompt completion of a detailed archaeological and cultural resources management plan which meets specified requirements. Directs the Secretary to take the steps necessary to secure the expertise of the Park Service in developing and implementing a cultural resource management plan. Authorizes the Secretary to construct a visitors center in the Monument for the provision of information concerning, and the effective management of, the Monument's resources. Authorizes appropriations beginning in FY 1987 for purposes of this Act. Authorizes the Secretary, with the consent of current owners, to acquire all lands and rights with the boundary of the Monument. Directs the Secretary to: (1) insure nonexclusive access to Monument lands by Indians for traditional, cultural, and religious uses; and (2) define such Indian uses in formulating the cultural resources management plan. Designates certain lands within the Monument as components of the National Wilderness Preservation System. Directs the Secretary to file a map and legal description of such wilderness area with specified congressional committees. Permits the grazing of livestock to continue, where established prior to enactment of this Act, within the designated wilderness areas.
