Summary
Amends the Family Violence Prevention and Services Act to authorize appropriations for FY 1999 through 2003 for the toll-free National Domestic Violence Hotline. Requires all Hotline grant recipients to report to the Secretary of Health and Human Services on the effectiveness of the use of grant amounts. Directs the Secretary to publish such reports and provide at least 90 days for notice and opportunity for public comment as a prerequisite to awarding or renewing any such grant.
