Summary

Worker Retraining Act of 1991 - Directs the Secretary of Labor to provide pilot program grants to assist not more than ten selected States to plan, establish, and operate worker retraining initiatives to allow employed low-income individuals to advance from low skill to higher skill positions in the industry in which they are employed. Sets forth requirements for: (1) selection of States; (2) regional distribution of such grants; (3) applications; and (4) reports. Authorizes appropriations.
