Summary

Hurricane Katrina Energy Emergency Relief Act - Instructs the Secretary of the Interior to suspend the application of any federal law granting any person relief from requirements to pay royalty for oil or natural gas production from federal lands (including submerged lands) during any period in which: (1) the average price of crude oil in the United States over the most recent four consecutive weeks is greater than $40 per barrel; and (2) the average wellhead price of natural gas in the United States over the most recent four consecutive weeks is greater than $5 per thousand cubic feet. Authorizes the President use the royalties so obtained to: (1) provide disaster relief authorized under any other federal law; and (2) carry out the Low-Income Home Energy Assistance Program.
