Summary
Authorizes a U.S. territory to develop in consultation with the United States and submit to the Congress, before January 1, 1999, proposed Articles of Incorporation that include measures leading to the political empowerment of the U.S. citizens of the territory. Authorizes the President and the Governor of a U.S. territory that requests to discuss incorporation with the United States to designate special representatives to consult and develop, in good faith, Articles of Incorporation with the United States. Requires the proposed Articles of Incorporation and accompanying report of the consultation to be transmitted to the Congress within one year after the appointment of the special representatives, but before January 1, 1999.
