Transfers control of Pershing Hall in Paris, France, to the Secretary of State. Provides that such building shall continue to serve as a memorial to General of the Armies of the United States John J. Pershing and the men and officers of the American Expeditionary Forces of World War I. Authorizes the Secretary to lease space in such building to private parties.
