Summary

Directs the President to enter into consultations and negotiations with the European Community (EC) under the General Agreement on Tariffs and Trade to achieve an agreement to ensure national treatment and nondiscriminatory treatment of broadcast programming by, and reciprocity in trade in broadcast programming with, the EC. Requires the President and the United States Trade Representative to take appropriate action under the Trade Act of 1974 if such negotiations do not achieve greater access to the EC broadcasting market.
