A bill to amend the Federal Election Campaign Act of 1971 to provide that payments made with respect to certain campaign materials shall not be considered to be contributions under such Act.

Summary

Excludes from "expenditure" for purposes of the Federal Election Campaign Act of 1971, and from "condition" for purposes of the Presidential Election Campaign Fund Act and Criminal provisions relative to campaign finance payments made on obligations incurred by a candidate or his principal campaign committee for campaign buttons, bumper stickers, or, subject to specified limits, other campaign advertisement materials which advocate the election of both such candidate and any other individual who is a candidate for Federal office.
