Summary
International Parental Child Abduction Act of 1989 - Amends the Federal criminal code to establish penalties for taking or retaining a child outside the United States with intent to defeat the lawful custody of such child by a lawful custodian in the United States. Provides for increased penalties if: (1) such lawful custody is pursuant to a court order; (2) more than one child is taken or retained; or (3) force or threat of force against a person or property is used in committing the offense.
