Summary

Marine Resources Conservation and Development Act - Provides for the distribution of revenues from outer continental shelf lands. Creates a Marine Resources Conservation and Development Fund to be available for use for broad and varied marine resources conservation and development programs and the costs of their administration. Authorizes the Secretary of the Interior to establish an Advisory Board to assist him in carrying out his functions under this Act. Directs the Secretary to establish a Regional Environmental Review Board for each of the following coastal regions: (1) New England (Maine through Connecticut); (2) Mid-Atlantic (New York through Virginia); (3) Southern (North Carolina through Florida); (4) Gulf coast; (5) West coast; (6) Alaska; and (7) Hawaii. Directs each such Board to, review the provisions of this Act and the regulations pursuant thereto with respect to the exploration for the production and transportation of minerals on the Outer Continental Shelf off the coast of its region for the purpose of determining the adequacy of such provisions and regulations to protect the environment; monitor the enforcement of such provisions and regulations; make recommendations to the Secretary for any necessary changes in such provisions or regulations; and hold public hearings in the region whenever appropriate in carrying out its functions.
