Summary
Amends the Federal criminal code to establish within the Department of Justice the Religious Issues Oversight Board. Allows any Federal inmate who has a grievance regarding legitimate religious needs that has not been addressed satisfactorily by the Director of the Bureau of Prisons to bring the grievance to the Board which shall have the power to order that such needs be met. Specifies that any decision by the Board may be overturned by the President. Makes Board members immune from personal tort liability for decisions made by the Board.
