Summary
Amends the Solid Waste Disposal Act to allow any State to prohibit disposal in the State of any foreign solid waste. Exempts from such a prohibition foreign solid waste received pursuant to an existing host community agreement that specifically authorizes such receipt by a facility owner or operator that complies with all of the agreement's terms and conditions and has provided a copy of the agreement to the State and made it available for local public inspection.
