Summary

Arson Prevention Act of 1981 - Amends the Federal criminal code to establish penalties for willfully and maliciously setting fire to any building or structure containing a place of public accommodation which affects interstate or foreign commerce. Directs the Federal Arson Prevention Task Force to report to Congress on its activities, including profiles on arsonists and model investigation methods for use in connection with fires at places of public accommodation. Amends the Internal Revenue Code to provide an investment tax credit for qualifying fire prevention property.
