Summary

Accountability in Regulatory Rulemaking Act of 1981 - Authorizes the President to require specified independent regulatory commissions and agencies to: (1) submit to the President any notice of proposed rulemaking before publishing such notice in the Federal Register; (2) delay or refrain from publishing such notice; (3) consider or reconsider adopting a proposed rule; or (4) take any final action concerning a proposed rule which is consistent with the enabling statute, justified by the record of the rulemaking proceeding, and necessary to minimize conflict with achieving statutory objectives. Terminates such Presidential authority five years after the enactment of this Act.
