Summary
Restoring Excellence in Fuel Independence and National Energy (REFINE) Act of 2005 - Amends the Clean Air Act to: (1) prohibit states from prescribing or attempting to enforce any control or prohibition on motor vehicle fuels or fuel additives; (2) direct the Administrator of the Environmental Protection Agency to issue regulations to require the sale of a single blend of gasoline with a uniform chemical composition throughout the United States (identical to the composition of the gasoline most widely sold in the United States before enactment of this Act in areas other than nonattainment areas); and (3) repeal provisions relating to oxygenated fuels for nonattainment areas. Directs the Comptroller General to conduct a study to identify the most viable locations in the United States for the construction of 15 new gasoline refineries. Directs the Secretary of Energy to enter into contracts for the construction of such refineries and their sale to private entities.
