Summary
Amends the Elementary and Secondary Education Act of 1965 to direct the Commissioner of Education to award grants to one applicant for the establishment of a National Center for Personal Computers in Education to instruct students in the use of personal computers and to develop programs designed to use computers as educational tools. States that such Center shall be operated during fiscal years 1980-1982. Sets forth grant application guidelines. Includes among such Center's responsiblities: (1) assisting the Congress and Federal agencies in developing a program for establishing Regional Centers for Personal Computers in Education; and (2) establishing a model Community Personal Computer Center.
