Summary
Directs the Secretary of Commerce, in cooperation with the appropriate Federal, State, and local government officials, to propose a program to compensate any person or State or political subdivision thereof for damages caused by shoreline erosion arising from the actions of the International Joint Commission with regard to the level of water on the Great Lakes. Directs the Secretary to report to Congress on such proposal within one year of the date of enactment of this Act.
