Amends the Davis-Bacon Act to direct the Secretary of Labor, upon determining that a Federal contractor has established a pattern of violations of such Act, to cancel the contract and make such contractor ineligible to receive a Federal contract for a ten-year period, unless the contractor is able to show that such violations were not intentional but were the result of simple and unsystematic error.
