Summary

Declares that the name and symbol "Tree City USA" is the property of the United States to be used in conjunction with the Arbor Day Foundation and its cooperators. Authorizes the Secretary of Agriculture to establish and collect, in cooperation with the Foundation, use and royalty fees for the manufacture, reproduction, or use of such symbol as a part of a public service program to foster the development of tree culture. Empowers the Attorney General to seek injunctive relief with respect to unauthorized use of the symbol, "Tree City USA" and specifies criminal penalties for such unauthorized use for profit.
