Provides for the start of emergency repair work on the Crooked River Project, Ochoco Dam, Oregon, notwithstanding a requirement under the Reclamation Safety of Dams Act of 1978 which prohibits funds for dam construction work until 60 days after the Secretary of the Interior reports to the Congress that such work is necessary for dam safety.
