Summary

Gramm-Rudman Reform Act of 1989 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require certain revised reports by the Congressional Budget Office to include an analysis of post-sequestration legislation. Amends the Congressional Budget and Impoundment Control Act of 1974 to require a reduction in the maximum deficit amount for any fiscal year in which the deficit for the preceding fiscal year exceeded the permissible amount. Extends for two years the point of order in the House and the Senate against considering legislation that exceeds the maximum deficit amount.
