Amends the National and Community Service Act of 1990 by establishing the Silver Scholarship program which provides $1,000 scholarships to individuals 55 years of age and older who perform certain volunteer services. Directs The Chief Executive Officer to establish: (1) criteria and priorities for awarding both the scholarships and grants; and (2) the types of volunteer services that may receive credit toward a scholarship.
