Summary

Board and Care Act of 1983 - Establishes in the Office of the Secretary of Health and Human Services an Office on Board and Care Activities to be headed by a Director appointed by the Secretary. Requires the Office to: (1) coordinate all activities of the Department of Health and Human Services pertaining to any category of institutions, foster homes, or group living arrangements regulated by a State pursuant to its supplemental security income program (title XVI of the Social Security Act); (2) assist the States in meeting their responsibilities in regulating such institutions, foster homes, and group living arrangements; and (3) serve as the advocate within the Department for the protection of the health and safety of the residents of such facilities. Directs the Director to report to the Secretary and the Secretary to report to Congress with respect to: (1) the efforts of the Department in assisting States with regulating such facilities; (2) recommendations for a more effective sanction that will induce States to better regulate their facilities; and (3) an outline of future efforts by the Office to enhance the protection of residents of such facilities. Terminates the provisions of this Act on September 30, 1988.
