Amends the Vicksburg Campaign Trail Battlefields Preservation Act of 2000 to include Fort Heiman, Kentucky, within its battlefield areas for preservation. Qualifies employees of foundations established by Acts of Congress to solicit private sector funds on behalf of Federal land management agencies for General Service Administration contract airfares. Extends the grace period for personal watercraft use within 21 specified National Park System areas until December 31, 2004. Designates as official titles the popular names for the National Park Service Organic Act and the National Park System General Authorities Act.
