To amend the Clean Air Act to require existing incinerators to comply with EPA regulations under section 129 within 6 months after promulgation, and for other purposes.

Summary

Amends the Clean Air Act to require performance standards and other requirements for existing solid waste incineration units to be effective within six months of promulgation. (Currently, such requirements are to be effective within three years of the approval of a State plan or five years of promulgation, whichever is earlier.)
