Summary

Black Lung Benefits Eligibility Clarification Act of 1988 - Amends the Federal Coal Mine Health and Safety Act of 1969 to provide for a rebuttable presumption of disability due to pneumoconiosis with respect to certain coal miners whose claims were filed during a specified period under the Black Lung Benefits Program. Establishes such presumption if a single piece of qualifying evidence is presented. Provides that other relevant medical evidence shall be considered only in connection with rebuttal of the presumption.
