Summary

Small Business Contracting Program Improvements Act - Amends the Small Business Act to, among other things: (1) require (under current law, authorizes) federal procurement opportunities for small businesses owned and operated by service-disabled veterans or located in historically underutilized business zones (HUBZones); (2) require the Small Business Administration (SBA) Administrator to implement an executive order which requires the provision of federal contracting assistance to small businesses owned and controlled by service-disabled veterans; (3) prohibit approval of an applicant's SBA 8(a) small business loan until a background check has determined that the applicant does not lack business integrity; (4) revise generally provisions concerning government-wide goals for procurement contracts and subcontracts awarded to small businesses; (5) increase the limits on 8(a) loans awarded to various types of small businesses; (6) provide conditions under which a contracting officer may restrict competition for federal procurement contracts to small businesses owned and controlled by women; (7) provide for on-site verification of a small business as a qualified HUBZone small business; (8) limit HUBZone construction contracts in or near a HUBZone; (9) allow any small business to protest HUBZone small business awards; (10) modify 8(a) program net worth limits and extend the 8(a) program term; and (11) provide for the determination of whether a franchisee is affiliated with a franchisor in the temporary employee services industry. Amends the Small Business Reauthorization and Manufacturing Assistance Act of 2004 to require an annual report on small business participation in federally funded projects.
