Summary
Amends the Panama Canal Act of 1979 to require that any study of the feasibility of a sea-level canal in the Republic of Panama by the United States which satisfies provisions of the Panama Canal Treaty of 1977 shall be subject to specified conditions concerning the scope, organization, and authorized spending for such study. Requires such study to be completed after December 31, 1995, but before January 1, 1998.
