Summary
Adds a new Title X: Elementary and Secondary Drug Abuse Eradication Act of 1977 to the Elementary and Secondary Education Act of 1965. Directs the Commissioner of Education to carry out a program of making grants to local educational agencies for programs to eliminate the use of drugs by elementary and secondary school students. Requires local educational agencies to submit applications containing specified elements, to the Commissioner to be eligible for grants under this title. Permits local educational agencies to contract for professional and other essential services to carry out such drug elimination programs. Authorizes the appropriation of specified sums for fiscal years 1977 through 1981 to carry out the purposes of this title.
