Summary
Requires the Secretary of Energy and the Secretary of Defense, within 90 days after enactment of this Act, to jointly designate three military installations closed pursuant to a base closure law as suitable for construction of an oil refinery. Prohibits the federal government, for two years, from selling or disposing of any such designated site except for purposes of oil refinery construction.
