Amends the Tariff Act of 1930 to increase the allowance for duty-free treatment for bona fide gifts from: (1) $50 to $125 for gifts sent from persons in foreign countries to persons in the United States; and (2) $100 to $250 for such gifts sent from persons in the Virgin Islands, Guam, and American Samoa to persons in the United States.
