Summary
Amends the Clean Air Act to treat an ozone nonattainment area as a rural transport area if sources of volatile organic compounds (and, where relevant, nitrogen oxide) emissions within an area do not result in more than 35 percent of the ozone concentrations measured in the area or in other areas. (Rural transport areas must meet requirements applicable to marginal nonattainment areas.)
