Provides for reimbursement of State and local governments for providing: (1) protection on a regular basis for a foreign diplomatic mission in a metropolitan area in which there are 20 or more such missions; (2) protection for certain foreign officials; or (3) protection for a foreign head of state or foreign head of government during any official visit. Authorizes appropriations.
