Summary
Directs the Federal Communications Commission (FCC) to terminate the proceeding in the Matter of Policy and Rules Concerning Rates for Dominant Carriers (FCC Docket No. 87-313). Prohibits the FCC from commencing comparable proceedings with respect to the interstate basic telephone service offerings of dominant carriers except in accordance with a notice of proposed rulemaking, issued after 1988, that meets criteria described in this Act.
