Summary

Conveys all property owned by the United States in Guam which is not reserved to the United States by the President, within one year after the date of enactment of this Act, to the government of Guam. Authorizes the President to repossess the property conveyed by this Act whenever he deems it necessary to the national security of the United State, to be used for so long as the national security interest requires. Repeals the authority of the President to exclude the government of Guam from concurrent jurisdiction over parties found, acts performed and offenses committed on property owned, controller, a reserved by the United States in Guam, and which is under the control of the Secretary of Defense.
