Summary
Amends the State Department Basic Authorities Act of 1956 to direct the Secretary of State to impose on the members of the foreign mission of a Soviet Bloc country restrictions on travel which are essentially equivalent to those imposed on members of the Soviet Union's foreign mission. Authorizes the Secretary to waive such restrictions if it is in the national interest. Requires the Secretary to report to the Congress on each waiver and on the implementation of this Act.
