Summary

Domestic Violence Assistance Act of 1978 - Establishes within the Office of the Secretary of Health, Education, and Welfare an Office on Domestic Violence to be headed by an Administrator of Programs on Domestic Violence appointed by the Secretary. Directs the Administrator to: (1) maintain a national clearinghouse to collect and disseminate information relating to domestic violence; (2) coordinate all Federal programs relating to domestic violence; (3) develop a national media campaign to increase public awareness of the problems of domestic violence and the availability of services for its victims; (4) make recommendations to Congress with respect to modification of Federal programs; (5) obtain and utilize research findings which are federally funded; and (6) provide the Council established by this Act with necessary information. Directs the Secretary to appoint a Council on Domestic Violence to make grants for programs to: (1) prevent domestic violence and provide aid to victims of domestic violence, but stipulates that such funds may not be used for direct payments to any victim of domestic violence, and that no income eligibility standard may be imposed for anyone seeking services; and (2) provide personnel training and technical assistance training to individuals and organizations establishing or maintaining community services for victims of domestic violence.
