Summary

Diplomatic Security Act - Title I: Bureau of Diplomatic Security - Establishes in the Department of State a Bureau of Diplomatic Security to be headed by an Assistant Secretary of State. Sets forth the responsibilities of the Assistant Secretary, including: (1) the functions formerly exercised by the Office of Security; (2) overseas security and protective operations; (3) protection of foreign missions in the United States and other domestic security and protective operations; (4) counterterrorism planning and coordination; (5) security technology; (6) diplomatic courier service; (7) personnel training; and (8) foreign government training. Transfers certain functions from other offices within the Department of State to the Bureau of Diplomatic Security. Title II: Diplomatic Security Service - Establishes within the Bureau of Diplomatic Security the Diplomatic Security Service. Requires the Secretary of State to report to the Congress within 60 days of enactment of this Act on the progress in establishing the Diplomatic Security Service. Title III: Performance and Accountability - Directs the Secretary of State to convene an Accountability Review Board in cases of serious injury, loss of life, or significant loss or destruction of property at or related to a U.S. mission abroad. Directs the Board to conduct an accountability review, and issue findings on: (1) the probable causes of such injury, loss, or destruction; and (2) whether any malfeasance or misconduct of any U.S. employee was a probable cause of, or substantially contributed to, such injury, loss, or destruction. Sets forth administrative provisions governing the Board relating to its written findings and recommendations. Requires that an employee shall be placed on administrative leave if the Board finds probable cause of malfeasance or misconduct. Provides for disciplinary action against such employee. Sets forth procedures of the Board. Title IV: Transportation - Amends the Foreign Relations Authorization Act, Fiscal Year 1979 to authorize the use of foreign air carriers by certain Government employees when the Assistant Secretary, Chief of Mission, or Principal Officer determines that alternative means of transportation are prudent for security reasons. Title V: Diplomatic Construction Program - Authorizes funds to carry out the diplomatic security construction, acquisition, and operation program proposed by the Advisory Panel on Diplomatic Security in its report issued on June 17, 1985. Provides for notification of specified congressional committees of any request for such funds. Title VI: Authorization of Appropriations - Authorizes appropriations.
